This article was originally published May 6, 2025 and updated May 7, 2025 to more clearly and accurately outline Part 135 operators’ responsibilities.

As of May 7, 2025, the U.S. Department of Homeland Security will officially begin enforcing REAL ID compliance for all passengers traveling on commercial flights within the United States.

Operators, crew, and schedulers in the business aviation community should understand how the enforcement may affect charter flights, non-scheduled commercial operations, and passenger verification responsibilities.

REAL ID: What Is It?

REAL ID Enforcement Begins May 7, 2025 – most bizav flights aren’t impacted.

The U.S. REAL ID enforcement deadline is set for May 7, 2025, impacting all commercial air travelers. Crew are responsible for passenger ID.

Acceptable ID Documents (Post-May 7, 2025)

Even after the REAL ID deadline, passengers can still use the following TSA-approved documents:

  • U.S. or foreign passport
  • U.S. passport card
  • DHS Trusted Traveler Cards (e.g., Global Entry, NEXUS, SENTRI)
  • U.S. Department of Defense ID
  • Permanent Resident Card or Border Crossing Card
  • Enhanced Driver’s License (EDL)
  • Valid REAL ID–compliant driver’s license

A complete list is available on the TSA’s website and the DHS REAL ID FAQ.

Crew Responsibility: Verify Early and Communicate Clearly

Part 135 charter operations covered under TSA security programs—such as the Twelve Five Standard Security Program (TFSSP)—must ensure passengers present a REAL ID-compliant form of identification or an acceptable alternative beginning May 7, 2025.

  • Recommend that passengers carry a passport or REAL ID to avoid complications during multi-leg or rebooked itineraries

Recommendations for Operators

  1. Audit Your Client Communications
Update pre-trip emails and confirmation templates to clarify when and where REAL ID is relevant.
  2. Standardize ID Check Protocols
Reiterate to flight crew and schedulers that passenger ID checks are mandatory, even in the absence of TSA. Having a checklist helps avoid oversights.

Bottom Line

Commercial operators need Real ID or equivalent starting May 7, 2025.
