Turkmenistan introduces new direct operator requirements for overflight permits

Turkmenistan’s Civil Aviation Authority (CAA) now requires aircraft operators to submit overflight permit applications directly to the authority. Applications submitted by third-party trip support providers will not be accepted.
The change affects how business aviation operators must prepare and submit requests for flights transiting Turkmenistan airspace.
What operators need to know
- Direct submission required: Operators must submit applications from their own email accounts to permission@ashgabatairport.gov.tm.
- Required documentation: Applications must include the completed Turkmenistan overflight permit application form (Form 1) and a copy of the Air Operator Certificate (AOC) or proof of aircraft ownership.
- No third-party involvement in submissions: Trip support providers must not be copied on application emails or included in the submission correspondence.
- Minimum lead time: Applications must be received at least 48 hours before the flight.
- Processing hours: Monday through Friday, 0300–1200 UTC, excluding holidays. Reviews take at least six hours, and weekend or short-notice submissions will not be considered.
Planning considerations
Although the minimum lead time is 48 hours, operators should allow additional time for document review and approval, particularly when flights are scheduled near weekends or holidays.
Trip support providers can continue assisting with application preparation and documentation review, but the formal submission and communications with the CAA must come directly from the aircraft operator.
“The important distinction is that operators must submit the application themselves, but they don’t have to navigate the process alone,” said John McClelland, Manager, Permit Services, World Fuel | Universal Trip Support. “We can still help operators prepare and review their documentation before submission to reduce the risk of delays or denials. The key is ensuring the formal request comes directly from the operator.”
